Police Fire Georgia Officer For Kicking Handcuffed Man

The officer was responding as a backup officer to assist a supervisor with a traffic stop at the intersection of Sugarloaf Parkway at Lawrenceville Suwannee Road.

McDonald started working at Gwinnett PD in August 2013 and graduated from the police academy in March 2014. McDonald can be seen running over to the scene, and without stopping, viciously kicking Hollins' face. Deon Washington said a shift commander "initiated an immediate investigation" after being notified of Wednesday's incident.

Ayers condemned both of their actions and revealed the superior officer hid his actions from investigators while filling out reports regarding the incident. "However, we also believe that our decisive action in terminating both officers speaks volumes about each officer that wears a Gwinnett County Police Badge".

Bongoivanni didn't mention punching Hollins in his incident report or in a follow-up interview, according to The Atlanta Journal-Constitution.

Ayers said when Bongiovanni was asked about the discrepancies in his account and the newly surfaced video, he replied, "It's different on the streets". The officer, who is white, then appears to stomp on the black suspect's head.

It shows the handcuffed driver, 21-year-old Demetrius Hollins, on the ground and in handcuffs held down by an officer.

Cain was charged with resisting arrest.

Hollins was pulled over for not having a license plate and making numerous illegal lane changes. Before Wednesday's incident, he had used force three times - once in 2015, once in 2016 and once this past February - but none of those incidents resulted in any citizen complaints.

According to Bongiovanni's report, the vehicle smelled of marijuana and Hollins "began to act odd", saying he wanted to call his mother. His report maintained that he smelled marijuana on Hollins and that Hollins tried to resist arrest. That triggered Bongiovanni's memory of the August arrest, and he made a decision to call for backup, according to the report.

Bongiovanni wrote that Hollins wouldn't stop for him and only came to a complete stop once his Acura stalled out.

"In my previous encounter he reached for a loaded firearm that was under his seat", he wrote in his report. McDonald, said the police chief, was not. The officer said he reached in the auto to grab Hollins, who resisted as Bongiovanni tried to handcuff him.

"He start [ed] shoving me in my vehicle and telling me that I was never going to have a video, that I was never going to make the phone call to my mom", he told NBC News in an exclusive interview.

Bongiavonni did admit he stunned Hollins with a Taser, authorities said. Hollins was handcuffed and on his stomach when he was struck.
